i wish to start a petition and propose a change in the current law, if you run over a cat by law there is nothing you have to do whereas if you run over a dog the law states the police must be contacted within 24 hours whether the dog is killed or not. cats and other wild animals should have the same rights as dogs, any harmful act against an animal should be punishable.
