Most benefit entitlements are no longer based on National Insurance contributions. National Insurance and Income Tax are both taxes on the same wages. They should be merged into a single income tax, this could be done in stages, perhaps beginning with the self-employed by phrasing out NI and adding the rate to Income Tax rates.
