Petition Lockdown sales of zone 1-2 new builds to UK passport holders

At present, apartments and new housing are being sold to Asian and other markets before being advertised in the UK.
What this causes is inflated sale and rental prices and a lack of housing for UK citizens, or more importantly my point here, to Londoners.
My idea is to introduce an exclusion zone (or zones), blocking foreign housing investment in central locations where hard-working Londoners should be able to live, like every other city in the UK. To do this, I'd like the government to introduce the following…
What I call a www.lockdown12.org of zones 1 and 2, even 3, where foreign investment is not allowed, regulated by a UK passport having to be owned and proof that the buyer works in the UK at least 70% of the year. This would increase the number of UK passport holders and London-based workers living in the central area. Potentially reducing crime, increasing productivity, releasing a transport burden and making housing really more "affordable".
