Many local authorities are using surveillance cars to enforce parking and traffic violations using vehicle registration number recognition. Often the fine is received a considerable time after the alleged offence making it difficult or impossible to contest. Fines are being used to top up coucil coffers and is therefore a back door form of taxation.The public have never agreed to this form of surveillance by any body and the government should now act to legislate strongly the use of any such surveillance of the public
