Closed Ban all lane running on motorways

We want all motorways, including smart motorways, to have hard shoulders.

People have been killed because of all lane running on motorways, and we believe this should be banned, including on smart motorways.

I am not aware of smart motorways being tried out with keeping the hard shoulders. I think smart motorways are an excellent idea if they retain the hard shoulder for safety reasons. We believe this would mean we can benefit from using technology to reduce congestion, without the safety risks of removing the hard shoulder.
