Utility (phone, electrical, gas and water) companies have wrecked suburban roads thorough shoddy patching and repair. This has caused in part the pot-hole problem. Assess the amount of damage and raise repair costs through a one-off windfall tax from the companies who have profited from using the roads as conduits for their services.
