Water companies not taking responsibility maintaining infastructure required to provide a good service on home owners land, they should cover wear and tear for old pipework (however not the damage getting to it). If they cannot provide a good service they should not offer it in the first place and insurance companies don't cover wear and tear only Accidential Damage and some Major perils (I agree insurance companies should not cover wear and tear). Individuals do not have the money, experience or expertise to replace these basic utilities themselves and with not renewing this infastructure could cause problems with homes subsiding or affecting neigbouring homes.
