Petition MPs' expenses

The matter of MPs' expenses has not been satisfactorily resolved. The House to debate the following issues:
(1) That IPSA be confirmed as the body with oversight and control of MPs' expenses;
(2) That the Code setting out MPs' expenses should be rewritten in plain English;
(3) That no facet of IPSA's existence, terms of reference, budget etc. should be under the control of Parliament or any MP, irrespective of office;
(4) That the MPs' expenses Code, once rewritten, should be approved or otherwise, if necessary on a paragraph by paragraph basis, by public internet voting;
(5) That oversight and control of IPSA be governed by biennial national referendum.
