Rejected petition change local authorities procedures, Record everything

I would like the procedures to be changed as the local authorities do not agree to be recorded in meetings so I would like to change these procedures for the protection of all parties instead of the context been misguided

Because I believe it is not right that the local authorities can write information down which has been misguided or out of context , and put this information towards court.if everything was recorded there wouldn’t be nothing been misguided or out of context
