Introduce a new form of National Service (known as the National Caring Service).
With a rapidly ageing population there is a care crisis in the NHS.
Also, the UK has a high number of young people not in either Education or Employment.
The National Caring Service would work similar to a National Military Service. Those 16-25 and not in full-time education or employment are obliged to serve 12 months working in Community Care with the Elderly (or everyone could be required to do so as the population is living much longer anyway).
In return everyone would receive training, recognised qualifications and a benefits/minimum wage.
