Enforce a civilian to have a license before obtaining a dog. People should vetted by professionals before a dog enters the home.
Anybody can obtain a dog from any source (sometimes illegal breeding). Dogs are often mistreated in the wrong hands and in the wrong environments. Therefore, not getting the correct attention and love they are so due plus many are needing homes in rescue centres.
Why was this petition rejected?
