A sub-national Parliamentary system is designed to act as an alternative to the bureaucratic and costly devolution of powers and an answer to the West Lothian Question, but maintains Westminster's accountability to Scotland, Wales and Northern Ireland.

This system would mean that all MPs in the Commons would vote on legislation concerning the whole of Great Britain, whilst legislation concerning any combination of only between one to three constituent countries would be voted upon by the Government frontbench and MPs representing constituencies in those countries; this legislation would have to be determined by the Speaker and policies relating to Government responsibilities, such as welfare and health, can only be national concerns.

This system requires the full reversal of devolution in order to be worthwhile.
