A person only has to say that a dog has frightened them for a dog owner to be prosecuted to having a dog dangerously out of control. No witnesses are required. The law needs to be tightened up so that unecessary prosecutions are not taking place. An accussed person should have the right to talk to their accuser before court is deamed necessary and the dog (s) assessed by a dog behaviourist if required. One persons word against another is not enough.
