Allow Council departments to hand back unspent monies to their Town/city budget instead of needlessly spending all their budget in an effort to secure a similar amount the next financial year.

Every year, we see needless planting, mowing, new road signs, roadworks and building refurbishments. If council depts could hand back money at the end of each year they could be held up as beacons of excellence and efficiency instead of wasteful bureaucracies.
