TUPE for wholesale protection of employees in business takeovers is good.

TUPE service provision change means that self employed individuals tendering for small contracts for their own employment are now at a disadvantage. If they win a contract, they can now find that they have to employ the incumbent individual or make them redundant. They therefore fail to win work for themselves, but do acquire either an employee or a liability.

This is a massive handicap to UK business and industry.
