Petition Withholding payments for CSA if the Mother refuses to allow access

We, the undersigned call on the Prime Minister to pledge that the Government will open a cross party investigation into the rights of none resident parents, who pay maintenance to the resident parent via the Child Support Agency (CSA) 
we feel that it is fair the none resident parents should pay child maintenance to the resident parent of our children, but we feel that if the resident parent refuses to allow access without a valid legal reason, the CSA should continue to collect the payments from the none resident parent, but should withhold those payments to resident parent until such time that fair and just access is permitted to the none resident parent. 
If the resident parent wishes contact to take place at a contact centre (without a valid legal reason/concern) the cost of this should be deducted from the maintenance payments.
