The proposal of a creation of an English parliament, with the save level of devolution as the Scottish parliament. Also to set up a federal style of government which leaves regional matters to the local parliaments and assemblies, and national matters (such as defence) to the main 'federal' parliament. All parliaments would be sworn to the reigning monarch of the day.
