Rejected petition Stop energy companies offsetting debts on to other users

We require the government to ensure that the "profit making" energy companies do not penalise those account holders by making them to cover the debts of others!
Why should those people who like myself are making my payments, especially when I personally have a low income, pay for those who decide not to pay!!
