Petition Revise the law on Prescriptive Easements & Rights of Way

The petition is to revise and simplify the Prescriptive Rights law to apply it only to it's fundamental purpose of providing an access to otherwise land locked property.
The Prescriptive Easements law is unfair, out of date, and creates social unrest between neighbours.
It is not standard and open to interpretation by each Land Registry Office.
The Law was intended to protect against land-locking properties, but is interpreted to give convenience rights to properties which have other accesses.
Example
The petitioner is in the situation where a Parish Council is attempting to claim Prescriptive rights over their only access to their property - so reversing the way in which the law is supposed to work, in allowing the Parish Council to block the petitioners only access.
