Petition Require upkeep and development of demolition sites

I would like the Government to pass a new law in England whereby an owner of a site where a building has been demolished must maintain the land to a reasonable standard, and develop this in a reasonable time frame.

I think that, sometimes, when buildings are demolished, the plot of land is left to accrue rubbish and look unsightly. I think that the Government should require all those who own land where a building is demolished to maintain the land remaining to a reasonable standard, free of litter, and should also require owners to restore this land to its new use within an allotted time.
