To institute a combined long service and good conduct medal for those with over 20 years combined Military and civil emergency service.

Applicable to personnel who do not qualify for a long service and good conduct award due to one single period of qualifying service in any branch of the armed forces or emergency services.

Thereby recognising the valued long term contribution made by those citizens who did not spend long enough in one service to merit such an award.

Though who through the same period of service in several branches made an equally valuable contribution which requires due recognition.
