Petition regulate councils in their activities

Councils are often in the news for activities which do not make sense to the public. E.g North Tyneside council purchasing a crane £900K that doesn't work , when cash strapped.

Surely the activities of councils should be clear and open before they make decisions which appear out of their authority.

Can the government audit/review Councils:
Councils should be reviewed in what they have done and propose to do. Large expenses or allowances should be audited. Often councillors are voted in on popularity not capability, should there not be a formal qualification for memebers
