Petition Make school fine distribution common knowledge

I would like it to be made common knowledge where all these school absence fines go i.e. Education (training), Transport (roads, lighting) etc.
The local authority doesn't seem to know the answer nor does the school who gives the fines out.
The Government should elaborate, using a similar chart to the Council Tax one, where the money is being spent.
You wouldn't expect to send a person, you had never met, a letter asking for money and they wouldn't question where it is going.
