Petition Motorway Tuition for Provisional or New Drivers

I am calling on all MPs to debate and vote upon the need to educate our new and young drivers by allowing motorway access when the pupil is at or near Test Standard Supervised by an Approved Driving Instructor only.

If this is not possible due to location then the driver will not be permitted onto a motorway unless such tuition has been undertaken.
