Parents `MUST` be made responsible for their own children at all times, its no good having out of sight out of mind attitude with the police having to deal with them when some get into trouble and cause issues for others, the parents had them and should be made to look after them and control them, there needs to be in place where the parents are fined for failing to do so, home office take heed.
