Petition mortgage interest payments for benefit claimants

I propose that payments of interest on mortgages for people in receipt of the following : income support/ employment and support allowance/Job seekers allowance/ pension credit/universal credit; is reclaimed by a charge being put on the relevant property that can be redeemed when the property is sold or when the claimant dies.
At the moment the interest on mortgages for the above claimants is paid indefinately (apart from people in receipt of Job seekers allowance) and does not have to be repaid at all, Thereby allowing the recipient a huge benefit (capital growth of the property) at the expense of the taxpayer
