Closed cervical screening from 25 to 18

We are petitioning the government to grant women between the ages of 18 and 25 the right to be able to request and be granted a smear test .The governments position is that it would cause more harm then good to offer smear tests to women under the age of 25 one of the 'harms' quoted is the anxiety created in cases of false positive results However ,What is not taken into account is the anxiety created in women worried enough to request a smear and being refused one .
