Petition REFUND on the Premium Passport Service

The passport office needs to take responsibility for the backlog and not being able to provide the basic service, instead forcing people to upgrade, and in essence, simply pay more for the basic service. I'm disgusted to read that the passport office will make a huge profit from this unacceptable and unfair practice. ACTION REQUIRED: Refund anyone who has had to pay to upgrade to the premium passport service, due to the passport office's inadequacy to provide a simple basic service.
