Proposal that the treasury reduce overseas aid £ for £ to compensate the British Taxpayer for cost of Refugee/Aslyum Costs and associated benefits
i.e. if the UK send £10 million to Zaire in aid and also has 1000 asylum seekers costing £10000 each a year then aid would be cut to £0.
