Petition Force councils to empty bins in a timely manor after holidays or industrial action

It is bad enough that there is two weeks in between the emptying of recycling / waste bins.
Councils need to be banned from making people wait four weeks in the event of holiday or industrial action, they should be forced to rectify the issue in a timely manor. I would suggest two to three days maximum wait after the scheduled collection.
We are paying for this service, force councils to provide it!
