1) JUSTIFICATION EVIDENCE TO BE COLLECTED for any non-small arms fire upon populated areas.

2) EVIDENCE MADE PUBLICLY AVAILABLE <5 min of attack initiation to the UN & <30 min to international media via the UN.

3) orders are included to promote accountability.

We demand a motion in the UN Security Council to put in place a universally applicable resolution demanding that militarily advanced nations conform to the same operational requirements.
