To allow only the Flag's of Great Britain, Its Commonwealth Countries, Local Council and Twinned Town's and Cities to be flown over Government, Council and Local Council Buildings. Only for Foreign Flags to be flown over above mentioned buildings on State Visits following notice of intent to do so.
