Rules preventing free school bus travel.

Councils are working to legislation set out in 1940's and it has not been looked at since - times have changed - roads are much busier, plus our government encourage both parents to work but we are now penalised and discriminated against as working parents.

If claiming income support the 3 mile rule drops to 2 mile, but council cannot answer why.
Is it about child safety or saving money due to council cut backs.
