To make all legal highs to come under the same licensing laws as alcohol sales
Meaning if a legal high is supplied by a retailer and the person that brought the legal high then takes it and causes any public order offence the supplier of the legal high can be prosecuted, fined or shut down. This would encourage legal high retailers to take more responsibility for what they sell and who they sell it to
