The quickest way to expand Heathrow Airport would be to relocate the Heathrow Cargo Terminal to Birmingham.
This would be really easy and free up the land for an additional terminal the infrastructure is there. The runways are there just convert the hangers into passenger terminals .
To create the Cargo Terminal in Birmingham will require minimal building & runways. Creates lots of jobs and puts the Cargo in the middle of the UK.
