Petition Blue Badge Alternative for Parents/Carers

Since the change in qualifying criteria (Badge Holder to be in receipt of the Higher Mobility Rate of DLA), Some People with Special Needs (who don't receive the HMR of DLA) have lost their entitlement to use this Badge (which has an impact on the Parent/Carer as well).

I propose an amendment to allow these Badge Holders, to be re-included (maybe restricted to Disable Parking Bays Only), where it can be proved that they require the extra space to be aided, into and out of, the car (and to be secured into the seat (with a seat belt), etc).

Possibly introduce a different coloured Badge (Green for example) to make it easily identifiable.

Additionally, Parent Parking may not be a suitable alternative for these Badge Holders, due to their age.
