In the event of a 'No' vote, no powers, financial benefits, or other inducements shall be offered to the Scottish people unless the same benefits are available throughout rUK in equal measure. In recognition that we are a Union, spending per capita should be equalised throughout the countries of the Union. Borrowing by individual countries in the Union shall not be underwritten by the Bank of England unless this has been formally agreed by Parliament.
