Petition New laws and amendments for our pets to ensure their safety

The welfare for animals should be amended to include dangers and problems in todays society in comparison to that of the dangers faced at the time the law was passed.
This should include, but is not limited to, the general welfare and care, harsher sentencing for those found guilty of animal abuse or neglect, licensing of breeders and/or compulsary neutering/spaying of animals to control breeding and the exploitation of animals, compulsary chipping of domestic pets and the amendment to the uplift or removal of (including the communication with the public) in regards to councils and persons responsible for this.
I am looking to collect as many signatures as I can across the UK in order to make this happen and to help make the jobs of rescues/charities and organisations easier, when dealing with owners of lost or missing cats and dogs as well as to ensure our pets are considered in all aspects of care and welfare.
