Closed Horse owners stables to pay road tax

Persons taking their horses on roads, or stables where horses are taken out onto public roads, owners should have to pay a road tax.
If horses are to be on roads where cars have to pay road tax then the owners of riding stables or private owners should pay towards the upkeep of our roads, not to mention the cleaning up after the horses have been there.
This would create more revenue, why should motorists pay for all things needed when cyclists and people with horses pay nothing.
