Petition Resolve the West Lothian Question by means of a Referendum

This petition requests that the West Lothian issue is resolved by means of a referendum.
The following points are my personal thoughts around this issue, but are not binding on this petition in any way:
i) The current system is unfair to England.
ii) UK residents should be consulted to resolve political inequalities.
iii) Each major party could put an option into the referendum.
iii) I believe that residual issues such as the barnet formula could then be resolved after power is rebalanced.
iv) The conservatives could be efficient and include it in their EU referendum if they obtain power.
