Following on the No vote in the Scottish Referendum and the promise by the three party leaders to devolve more powers to the Scottish Parliament, an All Party Constitutional Committee should be appointed to consider how the four separate nations of the United Kingdom can best be represented in parliamentary terms before any changes are made to the voting system of the House of Commons; the conclusions of that committee should be referred to the people of England to decide by referendum the one nation out of the four not to have been given the opportunity to consider changes in representation and the make up of the Union
