Petition Bring back clamping/towing persistent illegal parkers on private property

I live in a block of flats and constantly have companies using our car park spaces as their employee car park and there's nothing we can do to stop them any longer since the law was changed regarding clamping and towing cars.
Competent Car Park Management companies could be licensed and given the power to clamp and tow away vehicles who persistently illegally park in private parking spaces.
Or the council/police should have the power to clamp and tow if the same illegal parker has parked their more than twice.
