Rejected petition How are places for the London marathon that are not in the ballot allocated

The London Marathon is now a National event but it is getting increasingly difficult for a normal person to get an entry place as it is becoming increasing dominated by big Charities and so called celebrity's, (mainly it seems from on day interviews those attached to the BBC).
Also Charities seem to want more and more money for people to run for them.
Can the Government make the Organizers show how the places are aloocated.
