Rather than the current system where under 35's can't apply to housing benefit based on single flat rates for a flat to themselves open benefits back up so under 35's can apply for housing benefit under any of the housing benefit rates based upon the type of property. And reduce the age of the shared housing requirement to under 25's to encourage them to stay in further education.
