Closed petition exclusion of e-cigarettes from the definition of smoking

the definition of smoking is "the action or habit of inhaling and exhaling the smoke of tobacco or a drug" and the definition of smoke is "a visible suspension of carbon or other particles in air, typically one emitted from a burning substance.
these common definitions mean that e-cigarettes do not constitute "smoking".
the government should amend all mentions of smoking in legislation to exclude e-cigarettes
