Petition Compensation and punishment to reflect emotional value of animals in criminal and civil law.

Animals are currently treated as property with only a financial value in the eyes of the law, civil and criminal. The law needs amending to reflect the emotional value of pets, horses and donkeys to their owner.
Killing a low value horse, dog or cat does not equate to breaking a window, except in the eyes of the law as it stands.
This is well overdue for change.
