Parish Councils, Councillors and Parish Meetings have no body that has any authoratitve oversight over them.
The great majority of these bodies are responsible, but there are some that could be considered as "rogue councils" that take no notice of the law that covers Parish Councils and often rule by fear - ignoring the needs and wishes of their relectorate.
This can be effected by extending the remit of the Local Government Ombudsman to cover Parish Councils in the way that it oversees District and County Councils
