The freedom of movement of EU citizens / workers is enshrined in the EU Charters to which the UK has signed up. (This will be extremely difficult if not impossible to re-negotiate)
However, it would be possible to "Negotiate" that all benefit claims made by any EU Citizen, can only be made to and paid by the Country of their birth.
This would naturally control the Movement of EU Migrants who are intent on abusing the generosity of the UK Benefit system, and ensure that only genuine EU migrants are in the UK for the purpose of working as intended by the EU Charters to which we have agreed.
