A call for an automatic enrolment onto the electoral register for those who are eligible to participate, with a system of de-registration in place for those who do not wish to participate. Therefore, human rights of individuals are protected. A small fine will be charged for those who do not vote if not opted-out. De-registration will be easily accessible on-line or available through free post to local councils.
