Petition Review ALL sentences passed for any criminal still alive

We, request that ALL criminals convicted of any form of violence, murder, rape, abuse of women/children, undergoe a full independant review into their sentance to ensure that appropriate punishment was passed.
For each & every case, an independant group should be formed to carry out such a review, and should include:
>At least 2 members of the victims family (plus victim if possible).
>At least 50% of the group that have been directly/indirectly affected by a similar crime.
>The remainder of the group to be law abiding citizens.
Where considered by the group that the punishment did not match the crime, then...
1) Firstly, the judge responsible for the lenient punishment must be held accountable.
2) The criminal must be immediately returned to prison to await re-sentencing.
